The best guide to us on this topic is perhaps the Bh.Gita verses of the
fourth chapter:

The term 'yuge yuge' denotes that avatara-s have happened in all yugas.
That means no yuga is free of dharma glaani and the need for dharma
sthapanam. From the Upanishads, like Narada - Sanatkumara episode of the
Chandogya 7th chapter, we learn that the need for atma jnana is always
there. That means, the need for vairagya is there always. These are all
things forever, no change. Purva mimamskas hold that 'the world has been
always so.' So, the special mention of earlier Kali yugas is not
especially warranted. The talk of 'good times' in non-kali yugas could at
best be seen as arthavada.
