Yes, we hold Veda to have   pravāha nityatvam.  This too is in vyavahara.
In Paramarthika, Brahman alone is there. In fact the Brihadaranyaka
Upanishad itself says 'vedā avedāh' - the Veda is no-Veda in deep sleep and
by extension in Mukti.  So, even as per the Upanishad, the Veda is having
only a transactional reality and not absolute reality.
