I largely agree with you and thanks for bringing this up. One detail i may
add is as follows.. If those who are offering the havis are
shiShTas following a truly vaidika lifestyle associated with vedic
gurukulas with the niyamas like pancha-kaccha, trikaala sandhya, not going
abroad etc., and also restricting themselves to only veda raxaNa and
adhyayanam,teaching and study of the cedas etc., none would complain about
any restrictions in those offering the havis. All others, like the laukika
brahmins and other communities can be safely excluded from sitting at the
homa kunda but can participate in every other way and get the blessings and
benefit from the ritual.

But if NRI software engineers and businessmen etc following a non-vaidika
lifestyle claim brahmin privileges without following any vaidika niyamas
like pancha-kaccha, not crossing the seas etc., (and maybe only do the
sandhya due to the upanayanam), that's not at all good enough  at least in
today's milieu, to claim the right to offer havis (in spite of not
following vaidika lifestyle) if at the same time, they are denying it to
other communities. In the present context, the performance of a vedic
ritual in the US is a welcome initiative to inculcate bhakti towards
Ishvara and familiarity with vedic culture.  But in the case of
American yajnas, it is insane to restrict offering havis to only one
community living in the US, keeping in view the  view of the smritis about
vedic rituals outside bhaaratvarsha.
