Deities like Shiva are verily Vishnusvarupas - Skanda purana
In this chapter dealing with Chakrankita (with the marks of Chakra, etc. on
their body) Vaishnava Advaita Bhakti, it is stated in what sense non-Vishnu
deities are worshipped:
स्कन्दपुराणम्/खण्डः २ (वैष्णवखण्डः)/पुरुषोत्तमजगन्नाथमाहात्म्यम्/अध्यायः १०

नित्यकर्तव्यताबुद्ध्या यजंतः शंकरादिकान् ।। ५ ।।
विष्णुस्वरूपान्ध्यायंति भक्त्या पितृगणेष्वपि ।।
विष्णोरन्यं न पश्यंति विष्णुं नान्यत्पृथग्गतम् ।। ६ ।।
Shiva, etc. deities are worshiped with the feeling that they are verily
Vishnu Swarupa.They are nNot different from Vishnu, Vishnu is not different
from them.
This chapter says that they are Vaishnavas.
In the Bhagavata 12th skanda greatness of the Padma Purana, it is said:
भेदं न कुरुते यस्तु दुर्गाविष्णुशिवादिषु।
ब्रह्मत्वेनैव जानाति वैष्णव: स परो मत:।।
A good Vaishnava knows Durga Vishnu and Shiva as one and the same Brahman.
This can be seen at the end of the 12th Skandha in the Bhagavata Granth,
which has many interpretations.
