[Advaita-l] Bhishma Ashtami Tarpanam

Pranam,

Is this performed after Pratha Sandhyavandana? Are females and non Dvijas allowed to perform? Is it ok for Brahmachaaris and Gruhastha males to perform if their father is alive?
