In the Śvetāśvataropaniṣad we have innumerable references to Rudra as the
Para Brahman. There are some mantras of the Sri Rudram too incorporated in
this Upaniṣad.

Here, in the Kūrma purāṇam is a reference by Viṣṇu to the creation of
Brahmā (the four-faced) by Rudra the Supreme:

The context is the sages asking Viṣṇu as to how indeed Rudra who is
prior-existent, got to become a son of Brahmā. Hari explains the sequence
and there occur these verses:

Chapter 9:

[Shvetashvataropanishat]

[He the Ancient One who created you, Brahmā, in the yore (at creation) and
blessed you with the Veda-s, is coming now, Shankara.]

The above verse is the upabṛḥmaṇam, annotation, of the mantra from the [
Shvetashvataropanishat]:

[6.18 Seeking Liberation, I take refuge in the Lord, the revealer of
Self-Knowledge, who in the beginning created Brahma and delivered the Vedas
to Him.] This mantra is chanted as part of the daily śāntipāṭha by
Advaitins while studying the bhāṣyam.

Here is another mantra from the Upaniṣad that teaches Brahmā being created
by Rudra:

[3. 4 He, the omniscient Rudra, the creator of the gods and the
bestower of their powers, the support of the universe, He who, in the
beginning, gave birth to Hiranyagarbha—may He endow us with clear
intellect! ]

Continuing the Kūrmapurāṇa reference:

[Know that it is his, Shankara's, another form, is the Ancient origin of
the World, known by the name 'Vāsudeva,' Me, the great-grand-father.]
 [Hari-Hara abheda]

Then comes the description of how Brahmā prayed to Śiva and the latter
offered a boon and the former desired to have Śiva as his son.
