Yes they can be respected but this Sloka is not about situation when the
Mlecchas are writing Sastras contradicting Brahmin Sastras. If a Mleccha is
contradicting Adi Sankara and making wrong comments on Acharyas of
Parampara in any Sastra he will be not respected by us.
