Neither. The word used by the sUtra is "pUjA". The verse says,
"samAsamAbhyAM vishhamasame pUjAtaH." 

The chapter is on permitted and prohibited food, so the verse is
speaking of wrong instances of ceremonial honor, according to Shankara.
